The TV Card drivers are not installed properly.

Most likely the video drivers are installed but the tuner drivers are not, meaning the software and card will work, but the channels will not be displayed correctly.

Uninstall the drivers (all 4 of them) from device manager, Uninstall the card from add/remove programs list, turn off the computer, change the port that the card is installed in, then install following the manual step-by-step.
